Roundtable discussion entitled Nuclear Blackmail as the Kremlin’s Last Argument: Should Europe Tremble?

Dear colleagues!

The Centre for russian Studies, with the organisational support of the State Enterprise ‘Directorate-General for Rendering Services to Diplomatic Missions’, invites you to participate in a roundtable discussion entitled Nuclear Blackmail as the Kremlin’s Last Argument: Should Europe Tremble?. The event will take place on Thursday, 12 March 2026, at 11:00 am at the Media Center Directorate premises at 6-A Pyrohova St, Kyiv. The round table will follow a hybrid format, with both in-person and online participation.

Event moderator: Volodymyr Ohryzko, Ambassador Extraordinary and Plenipotentiary, Minister for Foreign Affairs of Ukraine (2007–9), Head of the Centre for russian Studies.

 

The event will bring together:

  • Volodymyr HAVRYLOV, Major General (Ret.), Armed Forces of Ukraine; Deputy Minister of Defence of Ukraine (2022–23);
  • Mykola FILATOV, Major General (Ret.); Commander of the 46th Missile Division (1990–94); First Deputy Commander of the 43rd Missile Army (1994–97);
  • Serhii SHUTENKO, Director of the Department of International Security and Defence, Ministry of Foreign Affairs of Ukraine;
  • Pavlo HAI-NYZHNYK, Doctor of History; leading research fellow of the Department of Political Culture and Ideology of the Kuras Institute of Political and Ethnic Studies of the NAS of Ukraine;
  • Oleksii YIZHAK, Head of Department, National Institute for Strategic Studies.

 

Issues for discussion:

  1. Nuclear blackmail: the primary instrument for intimidating the West.
  2. The current state of russia’s nuclear triad. Can the kremlin employ nuclear weapons?
  3. Nuclear ‘scares’ in the context of russia’s disintegration: actual situation.
  4. Europe’s options: continue trembling or emerge as a global actor.
  5. Nuclear propaganda of russia: lessons for Ukraine.

 

Working language: Ukrainian, with simultaneous interpretation into English.
